Senator Clinton (D) represents Louisiana. Clinton graduated from Louise S. McGehee School, and moved on to graduate from Vanderbilt University. Clinton coming from Louisiana has been a strong activist against animal cruelty specifically focused on dog fighting. along with Senator Wellman with the same liberal ideology as Clinton she is trying to strengthen the laws on dog fighting on a more federal level. she worked in passing the Animal Fighting Prohibition Enforcement Act.

The people of Mississippi elected U.S. Senator Margaret Wellman (D) on March 5, 2010. Senator Wellman graduated from Cornell University in Ithaca New York in 1974 for her undergraduate degree. She then attended Columbia Law School for her graduate degree. She approaches her representation through the trustee model. Her liberal ideology is shown through her intensive fight for animal rights and getting the Federal Government involved in creating more laws against animal cruelty.With the help of Louisiana Senator Clinton, Senator Wellman worked diligently to pass the Animal Fighting Prohibition Enforcement Act.

A Bill
To amend section 26 of the Animal Welfare Act to strengthen prohibition against dog fighting and close existing loopholes. Be it enacted by the Members of the McG Congress of the United States of America in Congress assembled, SECTION I:Save Man’s Best Friend This act may be citied as “Save Man’s Best Friend”
SECTION II: FINDINGS 1. “Blood Sport”
a. In dog fighting two dogs are placed in a “ring” “pit” etc, and are faced on opposite sides, the fighter sometimes washes the opposing dog to ensure that the dog does not have poison or something on its fur that might harm the other dog
2. Difference between state laws:
a. In all 50 states dog fighting is a felony
b. Possession of Dogs for fighting:
i. is a felony in 47 states and a misdemeanor in 3 states
c. Watching a dog fight
i. is a felony in 27 states, misdemeanor in 21 states and legal in 2 states
3. Different levels of dog fighting
a. Street Fighters
i. Mostly associated with gangs and drugs
ii. also narcotics trafficking, illegal gambling and murder
b. Hobbyist Fighters
i. Done for entertainment
c. Professional Fighters
i. Often owning 50+ dogs for fighting
ii. Earn money from breeding
iii. Dispose of animals who aren’t successful fighters
1. They use shooting, blunt force trauma, electrocution
4. Training Dogs to Fight
a. the dog is kept in isolation from other dogs, usually constantly kept on a metal chain as a leash
SECTION III: PURPOSE To amend the Animal Welfare Act in order to close existing loopholes, by making it a felony in all 50 states to posses dogs for fighting, being a spectator at a dogfight, holding dog fights, selling or having possession of dog fighting videos, and inhumane disposal of dogs. With these felonies, there will be equal punishments.
SECTION IV: ELIGIBILITY A. All 50 states, the District of Columbia, Guam, Puerto Rico, and the Virgin Islands.
B. To the current dogs forced to participate in dog fighting.
SECTION V: TERMS AND BENEFITS OF SERVICE
Dog Fighting Prohibition: it is unlawful for any person to
Own a dog fighting facility with the intent to buy, sell, or transport fighting dogs across state lines. Any person caught in violation of this law shall face a:
i. Minimum prison sentence of 10 years, and up to a $250,000 fine.
Possession of dogs for the use of dog fighting across state lines, the penalty shall be
i. Minimum prison sentence of 10 years, and up to a $250,000 fine.
Transport losing dogs across stateliness for the purposes of disposing them inhumanely. The penalty shall be
i. Minimum prison sentence of 10 years, and up to a $250,000 fine.
Travel across stateliness to be a spectator at a dog fight. The penalty shall be
i. Minimum prison sentence of 5 years and up to a $125,000 fine.
Buy, sell or have possession of dog fighting videos across stateliness. The penalty shall be
i. Minimum prison sentence of 5 years, and up to a $125,000 fine.
